Here's what investors should understand about the market, the projects and the risks before buying.

Kobuleti sits north of Batumi on Georgia's Black Sea coast and has traditionally been known as a seasonal seaside resort. The investment proposition is changing as larger residential, hospitality and internationally branded resort projects enter the market.
That creates a different investment profile from established Batumi. Kobuleti offers exposure to a resort market at an earlier stage of development, but investors also need to account for greater seasonality, a younger resale market and the execution risk attached to large pre-completion projects.
One of the clearest signs of this shift came in 2026 with the launch of Swissôtel Kobuleti Beach Resort, developed by Archi and NEXT in partnership with Accor. The project combines hotel, residential and investment accommodation with substantial resort amenities.
The arrival of multiple large branded developments does not guarantee investment performance, but it does indicate that Kobuleti is attracting a different scale of hospitality development from the market of previous years.
Grand Millennium Kobuleti is one of the major projects driving investor attention toward the town. The development is planned for the first coastline at 277 Davit Aghmashenebeli Avenue and combines hotel accommodation, residences and extensive resort and entertainment facilities.
The project is associated with the Grand Millennium brand of Millennium Hotels & Resorts and is being developed by Kristal.
The development plan includes indoor and outdoor swimming pools, a panoramic infinity pool, thermal facilities, sports amenities, cinemas, restaurants and cafés, fitness facilities, parking and a large gaming and entertainment component.
Because this is a pre-completion development, buyers should confirm the latest specifications, unit mix, amenities, construction schedule and contractual delivery commitments directly against the current project documentation before purchasing.
The project includes residential units as well as inventory intended for the branded hotel programme. That distinction matters because owning a residence and participating in a managed hotel investment programme are not necessarily the same investment.
Before buying, establish exactly which type of unit you are purchasing, what ownership rights attach to it, whether participation in a rental programme is mandatory or optional, what personal-use rights exist and which management charges apply.
Most importantly, do not treat an advertised rental return as confirmed until the final terms appear in the relevant contract.

A percentage in a sales presentation tells you very little without the terms behind it. Two properties advertising similar returns can expose the buyer to very different risks.
Identify the legal entity contractually responsible for any fixed or guaranteed payment. Do not assume the international hotel brand itself guarantees investor income.
Determine whether the advertised percentage is before or after management fees, service charges, maintenance, utilities, taxes and other expenses.
Check the duration of any fixed-return period and what income structure replaces it when that period expires.

Batumi remains the deeper and more mature property and hospitality market. It has a larger existing hotel base, international airport access, greater year-round activity and a more established resale market.
Kobuleti presents a different proposition. Buyers are entering a smaller resort market while a significant development pipeline is still being built.
That can create upside if the town's tourism infrastructure, branded hospitality supply and buyer demand continue to mature, but it also creates additional development, seasonality and liquidity risk.
