Batumi can work for buyers who value a coastal lifestyle, want exposure to an international resort market, or have a clear plan for rental or managed-property income. It can also suit overseas owners who are comfortable delegating day-to-day operations.

It is less suitable for someone who requires a guaranteed return, assumes every new-build unit will be easy to resell, or needs year-round short-term occupancy to make the numbers work. If the investment succeeds only under an optimistic summer forecast, the underwriting needs another look.

Where to buy: start with the use case

There is no single best Batumi neighbourhood. The right area depends on how the property will actually be used.

Central and Old Batumi

Often suits buyers who value established surroundings, everyday walkability and proximity to the Old Boulevard. Parking, renovation condition and building quality can vary substantially.

New Boulevard and the southern seafront

Offers a large concentration of newer, tourism-oriented inventory. Compare winter usability, future construction, management quality and the number of similar units competing for rent and resale.

Gonio and Kvariati

Resale apartment

The asset and neighbourhood can be inspected immediately, but renovation needs and the condition of the wider building require close review.

Completed new build

Construction-delivery risk is lower, but fit-out, management, defects and day-to-day building operation still need checking.

Off-plan apartment

Installment plans and earlier-stage pricing can be attractive, but delivery, contract and developer risk become central.

Branded or managed residence

How to assess developers, operators and projects

A recognizable name is not enough. A project should be examined through evidence: completed-project history, delivery record, construction progress, contract terms, payment schedule, handover specification, operator structure, owner fees and the amount of directly competing inventory.

For managed or branded projects, the operator matters separately from the developer. Buyers should understand who sells the property, who builds it, who operates it, who produces the revenue forecast and who is responsible if a promised service or return is not delivered.

Black frame, white frame, green frame and turnkey

Frame terminology is common in Georgia, but the exact specification varies. Never budget from the label alone; ask for the written handover specification.

Black frame

Usually requires substantial interior completion before occupation or rental.

White frame

Generally further advanced toward finishing, but the exact included work varies by developer.

Green frame

Typically substantially finished, although furniture, appliances or other items may still be excluded.

Turnkey

Intended to be ready for use, but the contract should list every finish, appliance, furnishing and handover condition.

What does it really cost to buy?

Build an all-in acquisition budget. Depending on the transaction, it can include the purchase price, legal or translation assistance, registry services, fit-out, furniture and appliances, utility setup, building or management charges, property-management setup and a contingency for defects or replacements.

The National Agency of Public Registry’s current fee schedule lists registration of the creation, change or termination of an immovable-property right at GEL 150 within four working days, GEL 270 within one working day, or GEL 350 on the day of application. An online registry extract is listed at GEL 13 within one working day. Check the official schedule again when transacting because fees can change.

Buying off-plan: installments are not the same as investment quality

Off-plan purchasing is common in Batumi because developers often offer staged payment schedules. That can reduce the initial cash requirement, but it shifts attention to construction progress, delivery timing, specification, contract enforceability, developer finances, title or registration timing and what happens if either party fails to perform.

Before comparing two payment plans, compare the underlying assets. A generous installment schedule does not compensate for a weak location, poor building design, uncertain operator or a contract that places most delivery risk on the buyer.

Rental yield: use net owner return, not the headline

Gross yield is useful for an initial comparison. Net owner return is more useful for a decision. Start with a defensible rent or average daily rate and realistic occupancy, then deduct every expense required to produce that income.

For short-term rentals, consider management, cleaning, booking-platform costs, utilities, maintenance, linen and furnishing replacement, vacancy and taxes. For long-term rentals, consider vacancy between tenants, management, maintenance, building charges and owner-paid expenses. Compare net annual owner income with the total cash actually invested—not only the developer’s headline unit price.

The National Bank’s 2025 report says rental prices had been converging toward their long-term trend and the broader capitalization index had declined. That is useful market context, not a promised return for any Batumi apartment.

Seasonality, supply and resale risk

Batumi’s tourism appeal is real, but short-term rental demand is not uniform through the year. A summer-oriented studio should be stress-tested for weaker months rather than annualizing peak-season performance.

Supply matters too. In a large tower, an owner may compete against dozens or hundreds of similar units for both bookings and resale. View, floor, layout, furnishing, reviews, operator performance and building maintenance can determine whether one unit performs differently from another.

Ask a February question as well as an August question: would a resident, professional, couple or family want to live in this unit during winter? Broader year-round usability can diversify demand and support resale appeal.

Long-term versus short-term rental

Short-term rental

Can capture tourism demand and allow flexible owner use, but normally requires more active operations and faces greater seasonality.

Long-term rental
